This Blu-ray Disc needs a library for BD+ decoding, and your system does not have it.

I don't know then. You need to check libaacs logs to know what exactly goes wrong. Does your setup work for other blurays? Where can I find libaacs logs on Windows? If there are keys behind it like |U| or |I| it should work. Make sure that your disc matches that discid 0x56954A5EE05A311E0672FA5B74F7296990AD0FB8 = sha1 hash of file AACS\unit_key_ro.inf

Ever stop to think the keydb doesn't contain the key for your disc then?

The keydb requires either
* a disc specific key
* unrevoked drive certificate + unrevoked processing or device key

It appears they are in the correct directories. Procmon shows the system is successfully reading libaacs.dll and KEYDB.cfg from the directories. make sure the environment variable JAVA_HOME points to the correct Java directory , i.e. 64bit java if you use 64bit VLC, 32bit java if you use 32bit VLC

I see no quotes, neither with the echo %JAVA_HOME% command or SET JAVA_HOME command

it works for me (JAVA_HOME=C:\Program Files\Java\jre1.8.0_161). If I change the java_home var I get the same error as you. Since your java_home is pointing to the 64-bit version of java, are you sure you are using the 64-bit version of VLC ?
