Streaming with VLC

Hello,

Let’s suppose that I have a video clip for about 4 minutes long.
I would like set-up a VLC streaming server to enable to start streaming, for example the video-clip from the point: 3minutes and 15seconds to the end. It’s possible to do that with VLC?

I have created a Java application that uses VLC libraries (I'm using java bindings for VLC - jvlc). This package it uses libraries from Goldeneye branch.
