Add a restart and quit command

I think when using VLC as a server, it could be interesting to restart it and quit it from command line (telnet or web, via VLM command window).
Currently it seems there is just the option to play the tricky vlc://quit "play list".

Ok, so instead of sending a command from Web VLM Interface, I should play vlc://quit from Web Main VLC Interface.

Any help about how to investigate why it is not working for me? I have tested with different files using following codecs: XviD/MP3 and DivX 5/MP3. It doesn't work with any. Ok. After some more tests... the real problem is the % character. If the name includes that character VLC streaming the file will close.
How or where should I report a defect (in case you think this is an error and not a restriction)?

Following the standard procedure... executing the EXE file and following indications. I selected Mozilla/Firefox checkbox.
BTW, I am using Windows XP SP2
