Thanks, Jean-Baptist Kempf. I didn't realize I had changed anything, especially since I hadn't used that screen before. At any rate i found the setting I wanted and changed it. Perhaps this option came with last program update.

Thanks for the reply, kodela, but this action only removes/restores the VLC menu bar over the window and the VLC tool bar under the window...no effect on the Windows menu bar.

Somehow I have managed to hide the windows menu bar so that I cannot close VLC using the windows red X in the upper right hand corner.
