I'm not sure exactly how it sends the volume order, though I don't think it is a keystroke. The keyboard is a Logitech Dinovo and it has a dedicated touch response volume bar (swipe up = volume up swipe down = volume down).

Like it says, I want to LOCK the volume at some fixed amount in VLC (say 150%) and have it NOT be able to move EVER. Well that didn't do it, but I finally did indeed get it to work. It looks like the "Embedded Video" option under Video (advanced features) was messing it up. As a last ditch I just started turning everything on/off to see what happened. Hit that one and everything is working fine. Thanks f...

Have you tried to remove %appdata%\vlc folder?
nope (never heard of it). Where would the folder be located?

update: Still can't get the video to work "right" however I can get "video" if I force DirectX3D and enable desktop mode (under output modules). This isn't ideal in the least but at least it's a start I guess. I can also get video if I used 'Stats Video Output Function" but ...

I converted my system to Windows 7 (64bit) today and now I'm not getting any video output from VLC. I have sound.
