To fix it go to the exe-file ("C:\Program Files\Videolan\vlc.exe") > right click > Properties > Compatibility > disable display scaling on high DPI setting > OK

This isn´t a VLC bug, it´s a Win 7 Bug. Other players have this problem too.
To fix it go to the exe-file ("C:\Program Files\Videolan\vlc.exe") > right click > Properties > Compatibility > disable display scaling on high DPI setting > OK
