As far as I know, windows vlc don't know how to tune a tv-card. It just uses the tuning set by the previos app using the card. that means that your switch either doesn't support igmp, or isn't set properly...
I suspected that...btw we use Lucent/Avaya (level 2) switch, proper configuration should be possible.
