Playing a file at a different frame rate

Hello folks,
Sorry if this is a newbie question, but I searched the forums and couldn't find an answer:
If I have a video file encoded at 23.98 fps, and I want to play it back at 24 fps, do I have to re-encode it? Or can I somehow tell VLC to play it back at 24 fps?

Okay, I suppose I could just set a "Very short jump length" of half a second, and adjust playback that way.
So that only leaves question 3 of 3... the one about displaying the subs at the top of the frame. Could you help me out with that one?

Thank you, Jean-Baptiste! The nightly build does indeed seem to work great. The subs appear in a separate window. However, pressing J and H produces the OSD title "No active subtitle". So... is it possible to see SRT subs that way, in a little window? Presumably, that'll allow me to us J &...

I just had a huge system crash. I had to hard reboot my machine. I hadn't done the three-fingered salute in years! I closed my laptop's lid last night with VLC open. I opened it this morning and tried to start my day, but command-tab didn't work; it just produced a system beep. The Dock didn't work....

Could it be possible - either in the Mac or Win version - to shift playback speed by 0.01% during playback, with a hotkey? I need to be able to do this on the fly without interrupting the movie. Thanks in advance
