So is there an alternative way to restrict access by IP range? I'm not crazy about running a password-protected server that responds to requests from anywhere.

There's something else you might want to look into: Video output module. Check to see if it's set to DirectX video output (Preferences -> (tab) Video -> Output modules). CloudStalker has noticed that the other output modules, like DirectX 3D, can cause that type of "blur", pixelation. VvW...
