User's environment description with VLC?

Good morning,
Is it possible to use VLC API to get user environment description (like: network bit rate, device capabilities...)?
If it is possible, please tell me the how to.

Terminal characteristics?

How may I use the java version of VLC to obtain the terminal characteristics( resolution, sound level...)???
If the use C++ API is easier, please tell me how???
