I figured this out. Maybe this is expected behavior but this only happens when you use a host route to force the multicast to a separate gateway. If I let the VLC stream flow out the default it uses the proper multicast destination mac. Again not sure this was ever really a VLC issue.

VLC and multicast mac address

I am using VLC media player GUI on a windows 2k server. when I stream multicast the destination mac address is set incorrectly to the mac address of the next hop and not the converted IP multicast group.
Is this standard VLC operation? or is there a way to change this? thanks

Here is what worked for me. You have to manually change the below. Using the GUI for TTL doesn't work apparently.
