I have been experimenting with transcoding SD video (480i/480p resolution). My test source is a commercial DVD with a nice high bitrate. I can stream this exact DVD bitstream to the clients (about 7mbps) and it looks perfect. When I try to transcode to h264, the maximum bitrate offered by VLC is 307...

This is correct. Most of our local digital stations have no subchannels, so the main video stream is about 18.5mbps per channel. I would like to transcode this to about 7mbps AVC in realtime if this is possible.

Is 1080i realtime H264/AVC transcode possible?

Is is possible to transcode and stream just one stream of 1080i DVB-T/ATSC to 1080i H.264/AVC in realtime in software using just a fast CPU? If so, what level of CPU would I need? Is this possible with an Intel 3.0 GHz Core2Duo?

Recommend a capture card for Linux?

I use both Slackware and Ubuntu, and I'm having tons of problems trying to get ffmpeg+VLC to compress and stream realtime, live video input using my Osprey 210 capture card. VLC itself doesn't even see the card as an input source. After several days of trying to get this working and tons of searches...

Motion JPEG isn't a very good for streaming. If you do the math you will find the bitrate is pretty high for even low quality, low framerate videos.
