On other distributions, I suggest to find a good how-to somewhere for your distribution, since such applications tend to have somewhat complicated compilation procedures (lots of dependencies, etc).

I guess this http://www.hdtvsupply.com/vga-to-composite.html should provide vga-to-tv-out from the graphics card. So, two tv-outs from the same card seems possible.

I don't know about its picture quality though.

Well, it may be that your vlc is not compiled with its encoders. You should check your distribution. For anyone having the same with my problem: 0.9.8a has a problem converting/resampling multi-channel audio. It will be solved in 0.9.9.
