I had the same exact issue when I had VLC 2.1.0. I just got here from Googling the issue. When I upgraded to 2.2.4, it is not working. No idea where the file was going before if anywhere - not in My Videos, not in the VLC program folder, and not in the specified folder.

Unfortunately not. The documentation is stupid and still thinks the netsync feature is there, but it was taken out a long time ago apparently.
