Ok i have reset my .host file to default and removed the correct comment symbols. Now what?

Also If i start the streaming on my server and type

vlc - vvv dshow://

in cmd prompt on the laptop it opens VLC and gives no errors, the time counts up in the corner of VLC, but no picture or sound.

I am trying to figure out why I can't view a stream accross a network. The guides I have found dont seem to address the errors i am getting. Here is what I am doing.
