I have Ubuntu 8.10 with VLC 0.94 installed (I guess that is the latest version of VLC for debian by this time), I enabled TV as my 2nd screen (actually it became my primary desktop). I'd second that, its not related to the output. Its maximization that keeps focusing on primary screen. At least thats how it looks !!
