bottleneck is decoding, not encoding to mpeg2

Will graphic card Radeon RX 570 help? It supports HW HEVC decoding/encoding. Will VLC be able to use it?

Ok, it seems the problem is on html5 video tag I was using. When I embed vlc as application, it works, the stream is being played.

Lack of Windows developers makes creating something like this impossible under Windows. Also it would require installation of some sort of virtual device driver which stability wise isn't very good option. There is no free source code for webcam driver?
