in the "Transcode" setup, try mp2v to start. If you're doing SD resolutions, most cpu's should be able to compress live. h.264 consumes more cpu than mp2v, so try mp2v first. If you have multiple cores, you could add "threads=n" where N is the number of cores in your system. This...

x.264 indeed will scale up to hd resolutions. I am the same guy who answered you in the mailing list. If I encode .AVI file with the same options, it works correctly. If I encode your file to MP4 it works correctly. But if I try to encode your file to MPEG-2, for some reason it fails. avcodec debug: libavcodec already initialized avcodec error...
