It's just a simple noise filter, it's pretty self explanatory. FFDshow, NeroShowtime, and DivX Player all have this simple filter. Well I figured out the deinterlacing problem. It had to do with my Nvidia cards "Inverse Telecine" feature. I turned it off then turned it back on and it solved the problem.
