I was having the same problem, but i solved it copying every single dll that comes with the 0.9.2 win32 release, to the "bin/Debug" and "bin/Release". It seems that it is not enough with just the libvlc.dll, libvlccore.dll and the plugins. I hope it helps! I am trying to use the ...
