Did u recommend or used any video play out card for VLC.?

i want the output via that card. Kindly guide me. i have windows xp machine

we are using decklink card and we did not take out put video from this card , may i want to take out put video from system for broadcasting .... if u have any recommendation for play out Kindly guide me
