It means I can not play the H.264 video using rtp ?

I have two PC's running VLC on windows. vlc.0.8.6i One is streaming to the other with h.264 video using RTP, using MPEG TS encapsulation(can not choose other if using RTP) but in another pc, I can't get the vlc to play the video. Why is this? It works if I stream in other format ,such as mpeg2,avi, ...
