I would like to know if the following functionality is available - I wasn't able to see it in the docs, but maybe someone knows of a plugin or other software which accomplishes the same goal. VLC nightly builds play this file, but with the following problem:

Video plays for 0.5 sec, then pauses in still-frame for 7 seconds, the plays for 0.5sec again, followed by another pause... repeat.

Audio plays uninterrupted all the way through.
