No, correct. CPU depends however mostly on the output size, and the desired quality. I start one instance of VLC per channel. I never tried more then 4 channels simultaneously. on My PC (MacOS) a 1.1Mbit/s DVBS to h.264 stream needs about 70 to 100% of one core of a 2.4Ghz CPU, E5620@2.4.ghz.
How many channels to you want to stream ? 4 or 16 ?

You have to try this out yourself, it is not possible to guess a number of users because this depends on the bitrate, your network topolgy and the cpu of the machine which does the streaming.
But, your WiFi will most likely crap out first.

UDP has no handshake, and wireless lan is not a switched network, and is has a high latency compared to Ethernet. I dont have any experience with the Xbox, but know, that xbox is able to playback wmv and mp4. What happens if you use the vlc built in streaming/transcoding wizard, choose your file, then choose stream and transcode video + audio to mp4 via http, then point your xbox video player to the IP and port...

A transport stream does not care about the contents inside. Did you try to transcode your recording ? That should not be necessary until you want to preserve harddisk space.
if you just do something like: sout=#standard{mux=ts,access=file,dst=/test.ts}
you should get exactly what you received.

Try to save to a Mpeg Transport stream instead.
I dont know what exactly VLC does here, but, a transport stream should be playable regardless if recording is still in progress or finished.

install something like Darwin Streaming server on a separate machine.
Or try multicast instead of unicast, However this may lead to lost packets, and load on the whole network. Does not work reliable with WiFi

The CPU you need depends on the output bitrate and resolution. The larger these Values, the more CPU you will need. What Bitrate and resolution do you plan ? My home System is able to transcode and stream 2 1080p streams with 2.4Mbit/s (decoded from mkv on harddisk), I have not checked how much more...

for vlc 2.1.0 and lower add "--sout-ffmpeg-strict=-2"
for vlc 2.1.1, add "--sout-avcodec-strict=-2"
to the parameters.

You could either use VLC together with its built in Streaming server to send a rtsp or http live stream to your clients, or, instead of VLC, install the Darwin Streaming Server and deliver a rtsp stream.
