The Author ds10 was so kind, and updated his WinTVCAp-Gui-Tool with a 'VLC - CLI' - Option where u can set the complete vlc syntax for streaming (YAY !!). afaik its an issue by the OS and/or your DVD-Drive. I'm sure there is a tool from your manufacturer to change the region-code of your drive.

Although you can change it (legally) only 5 times, then the last state will be locked on your drive.
