This might be due to a profile not supported by the GPU. Can you provide the file or at least the beginning of it ? Or alternatively the logs from MediaInfo ?
Or the result of DXVA Checker. It seems your GPU is using outdated drivers.

OK that's a DV Type 1 file where the audio is muxed in the same track as the video. I think we should support that.
Can you try with '--demux=avformat' ?

#2 it depends on the audio output you select. On my computer it's available for DirectX audio output and WaveOut audio output

If you force D3D9 and DXVA2 hardware decoding Set as wallpaper should work. Otherwise you're probably using Direct3D11 which has limited support on Win7.
Not sure about 2.2 but in 3.0 there is a button at the bottom that does the Toggle Playlist display. If you do that and restart VLC it's still in playlist mode.
