octal digits in IP addresses

Hi !
I found a small BUG (or it is not?)
VLC 0.8.5
In UDP multicast IP addresses if in the beginning of number contained 0 (zero) VLC treat number as octal :)

for example
udp://@233.32.240.011:5050
equal
udp://@233.32.240.9:5050

Is it a BUG ?
I never see anybody use octal system in IP addresses.
