At the moment, the equalizer only supports 22kHz and 44.1 kHz. It shouldn't be too hard to add support for other formats (just need to add some tables).

All this stuff is not really possible (at the moment) in VLC. this is quite a weak point of VLC's streaming solution, we intend on improving this, but probably not for 0.8.4

There is a setting to enable this, you might have enabled it by mistake, it's in preferences-playlist-general.

You can also reset the preferences by removing ~/.vlc/vlcrc
