ok I figured it out. Because I'm using windows I had to use the following in the commandline:
http-handlers="pl=C:\\Perl\\bin\\perl.exe"

Lawrence - I had the same problem with Rataouille U.S. Version when I bought that. Are you using a Windows computer to play VLC?
