VLC Media Player Command line

Hi,

on my PC, I have :
OS = Windows 2000 ; 5.00.2195 ; Service Pack 4
VLC Media Player = release 0.8.5
Video card = GeForce FX 5200

I'd like to know how it is possible, with a command line ( in a bat ), to play a video slower.
