I had the same problem on Ubuntu 7. This worked for me:
make vlc_WORKAROUNDLFDLAGS=-lavformat
It seems like vlc makefile nicely provlded the "vlc_WORKAROUNDLFDLAGS" variable for exactly these sorts of problems...
