Is it possible to access UPnP from the default skinned interface? Even with no skin it is located not in the most obvious and logical of places, but in the skinned interface I couldn't find it at all. 3.0.17.4 windows

So this problem was caused by blocking port 445, I wonder why I did it... Changed ports to defaults and all seems to be working including vlc. Still better to fix it. Thanks a lot.

Looks like it is caused by a broken cropping filter - when it is enabled in preferences-video filters it apparently crops everything regardless of settings, setting it to automatic cropping enables occational flashes of video - but that's the best it can do
