Or the idea is to open a forum where we can post our frustrating experiences with vlc streaming without even the hope of ever getting a useful reply? My terratec cinergy XS (USB - dual analog & DVB-t) works under windows.
DVB-T is just fine, directshow has a long standing bug with localized tuners and I can't have it finding all the channels for my country code (I'm in Italy and it just scans 10 channels) but this is a windows bug.
