High CPU usage when video is paused?

Is it normal to have a high cpu usage (10-25%) when a video is paused (tried VOB and MKV on Windows and OSX Intel)?

I made some tests. The first movie I open, anyway, still suffers of the delay. I'm using it for some new XviDs, but happens with MPEGs also. Shouldn't the threads be synchronized so that the movie can play flawlessly?

I'm running OSX 10.3.5 on a G4 1.33 Ghz (PB 15"). Is it normal that each time I open an AVI file with VLC, it will skip the first 10 seconds of the movie and give me a "too slow" warning? This only happens if the movie wasn't already open, but doesn't happen with both QT or MPlayer. A...
