Seems to me like you're using the wrong tool for the job here. ffmpeg can be built with rtmpdump's librtmp, you could just use that. ffmpeg "rtmp://stream2.france24.yacast.net/france24_live/en app=france24_live/en swfUrl=http://www.france24.com/en/sites/all/modules/maison/aef_player/flash/play...

I'm not sure if this is much of an improvement, but I tweaked the command line a bit and I installed the latest nightly (1.2.0-git-20110708-1642) to see if that would fix anything. YOu cannot use subscreen on windows in 0.9.
Ah, well that explains that. What's the reason it doesn't work? Will it be fixed soon or is this going to be a long term issue with Windows?

This is still an issue.

Edit : more specifically, ports 1-1023 are broken. VLC on Mac and Linux simply won't tune these stations. Port 1024 and above work like a charm on all platforms. Knowing that, is there any advice that can be given?

Turning off the firewall does not help. Additionally, VLC under Linux (Ubuntu Studio 7.10) seems to have the same problem. All channels on VLC's default port (1234) work fine.
