I'm experiencing the same issues with an Axis 241SA Video Server. MPEG4 stream with G711 audio. VLC can connect to the rtsp stream and play the video and audio just fine. I was having the same 55sec timeout problem using an Axis 241SA Video Server. I found the solution in the Plain Config. System Options > Advanced > Plain Config > Network Scroll down to the RTSP section and the default timeout value on mine was 60 seconds. I set it to zero and now VLC plays just fin...
