In Mac OSX you do like this but it should be similar in windows i guess

1.choose open disc in the file menu
2. choose VIDEO_TS folder
3. browse to the video_ts folder
4. watch the movie

if you use a unix-based OS you could ssh into the server computer and start the stream with the "rc" interface.

if not try the http interface (recomended)

I asume you mean Mac OSX then Yes drag the file called VLC in the vlc-0.8.1 Volume to your Applications directory.

The question mark usualy means that the application can't be found.
Try right clicking and then "show in finder".
You might have removed it.
