Just tried upgrading to the latest version: 0.8.6i. Still has the same exact problem. Start up VLC, turn it off, and the power-save setting of the monitor is disabled. I only ever use my non-administrator account in XP Pro (now upgraded to SP3), not sure if it is a problem with all user account leve...
