Found a way to do this by using both rotate and croppadd. Example below.

"--video-filter=croppadd:rotate",
"--rotate-angle=22",
"--croppadd-paddtop=300",
"--croppadd-paddleft=100"

while using --video-filter=rotate , is there any way to see the full video frame after rotation, like zoom out/shrink the video to fit in the canvas area? Any other filter that can be used with --video-filter=rotate to do this task automatically ? or Any other suggestion to see the full video frame ...

transform filter rotates video by 90,180,270 angles only right? Any way to use this filter to rotate any desired angles?

Also, --video-filter=rotate cuts off the video edges.
Looking for suggestion to rotate video to any angle and show full frame, without trimming/cutting edges.
