Digging a little deeper - I've found that the issue seems to be connected to the OS point upgrade?

Tested VLC application on Intel Mac, Monterey 12.2 - stream opens fine

I have been developing a MacOS app that uses VLCKit and found that running on a Silicon Mac (M1 MBPro, Monterey) I can no longer open a multicast stream, UDP. Still runs fine on Intel Mac running same OS. To test, I tried opening the same stream in the VLC app and get the same result. Does not open ...
