Have to add --enable-qt to build a vlc with UI

Finnally built the vlc media player successfully, seems like it's third party lib issue, have to run make lots of time to compile all the third party libs.
But seems the vlc have no UI, still investigating why?

I want to compile vlc media player for windows, according to the wiki docmentation, cross compile on linux is the right way, so I try to set the mingw tool chain on both debian 9/ubuntu 18.04/ubuntu 16.04, but always enconter the libdcp_plugin.la error(and some other errors), seems like there's gcc ...
