I also seem to have another issue now, many of my videos will open in Playlist view by default.
I don't know why, should I make a new thread for this? I do use an older version of VLC, but I don't think it should be doing this.

Try the other options shown in the screenshot i.e. "Application" and "System (enhanced)".

No dice, like the other user reported, I just get the blurry UI that way which is a shame

Having the same problem. Reluctant to change environment variables because I don't want to mess with my other programs and settings

Was there ever a resolution for this? I have been using VLC for ever - and always recommend it to people- however I simply cant use it any more due to the tiny grey on grey icon buttons- particularly in full screen mode. (I use it mostly for learning songs- trying to hit the tiny buttons repeatedly...

If you checkmark the option to only apply the scaling to the title bars (as per pix) it shouldn't affect the rest of the display. It's easy enough to revert to defaults if it looks a bit awry. To change environment variables you have to use Windows. The menu is located in User Accounts in Control Panel.
