The Radio-Stream "https://radio-trtfm.live.trt.com.tr/master.m3u8" is also playing fine in my Computer with VLC-Player Version 3.0.7.1 (64-Bit) and 2.2.8 (32-Bit) under Windows 10 Operating System. Now I tried it with 3.0.7.1 and yes it works. Thank you for sharing this. It seems like it ...

Please test the following stream on VLC 3.0.10. It will stutter and audio quality will be low.

Now, test it with the previos VLC 3.0.8.x version. It will not stutter and the quality is noticably better.
This seems like a bug to me?
