It seems that developers are not interested in providing hardware decoding support for H265 10bit files. No update on that.

H265 not H264

I am afraid this is not a solution for all. I had to disable hardware decoding even with 64 bit VLC because a H264 HEVC 10bit video will always freeze after 20-30 seconds and sounds continues.
My specs: i7-6600u, Intel HD 520, 8GB RAM, 256 SSD, VLC 3.0.10 on Win 10 1909

This is exactly what we need: the trusted and reliable standard interface in both light and dark mode, for Windows, MacOS and Linux! I tried skins but they are buggy and standard shortcuts or keys do not work. And please take into account the UI size: many people have a resolution of 1080p (full HD)...

Are you playing H265/HEVC vidéos? I have a similar issue and I had to disable hardware decoding. See my post above.

I am using VLC 3.0.10 64bit on Windows 10 1909 with a laptop Intel i7-6600U (Intel HD 520 graphics). I have no trouble playing H264, Xvid or WMV files with standrad settings.
