I am having the same problem, only the line isn't on the right edge, it's on the bottom edge. This has honestly been happening to me for YEARS on and off, only with video converted through handbrake and i'm fairly certain only videos that have been CROPPED in handbrake that have irregular aspect rat...

Same. I'm on a Macbook Pro running Mojave 10.14.6.
When I then try to quit out of VLC, the video window cuts the picture and goes to black and moves to the bottom left of my computer screen. The only way to restart is to force quit the application. Reverting back to 3.0.8 for now.
