mbedford, i also had this same issue to a tee. i resolved by going to intel hd graphics control panel and changed Scale Full Screen to Maintain Display Scaling being checked off. i did notice i needed a restart for this change to take effect and voila, Full Screen with no taskbar anymore. hope this ...
