Windows XP absolutely sucks. Graphics driver are awful and the APIs are awfully dated and inadequate, while the audio HAL is nonexistent.
Issues that affect 99.99% of users are more important than issues that affect the other 0.01%

The vendor support argument has always been nonsense. XP was the last version of Windows that didn't suck. When did y'all drop XP support?

VLC 3.0.8 installs on XP with no complaints but 3.0.17 and 3.0.18 don't. I haven't yet tested all of the versions in between.

Something I probably should have mentioned earlier... this problem only occurs on my desktop, which has a GeForce card. My laptop, which also runs Win7 but has Intel Integrated graphics, does not have this problem.

the reason why I'm asking you to reset the preferences for testing purposes.
My preferences were reset every time I uninstalled and reinstalled. Preferences are not the issue.

Opening the exact same file side-by-side in VLC and another player shows that VLC is cutting a few rows of pixels off the bottom of the image. Correct me if I'm wrong, but doesn't this feature already exist? it's called "playlists". you take all the videos in a folder, you put them into a playlist, problem solved. What am I missing?

This is somewhat unnecessary if you know how to merge and re-encode files. Like... just take tracks 5,6,7 of album X, and make them into a single MP3 and put that in your playlist :\
