Found another app that does download from a URL and does cast to TV using AV adaptor. It’s on the App Store and is called iPlayer. Video and Movie player.

Thanks for the reassurances, all I wanted to do was carry on watching films on the TV using the Digital AV adaptor for iPad. Nothing is working properly since the VLC app was updated.
