For anyone still tracking, at least as of 3.0.7.1, this appears to be working just fine in the mainline! Thanks to the entire VLC team.

https://nightlies.videolan.org/build/win64/vlc-3.0.7-20190313-0513/ is currently working with only a few glitches.
