Just as a quick update: I've reinstalled Windows 10 1803 x32 bit version and downloaded an older 2.x version of VLC (how it was working before). It will now try to stream but it is in psychedelic colors and smearing the video. It looks like someone has poured water all over my watercolor video. heh ...

I am having similar problems streaming not working since the upgrade to 3.0.4 from 2.x. I think there is something wrong with VLC but so far I have not gotten much help. I thought I would add my "Me too" to this thread as well.

Actually, I've been trying even saving to a file and it still doesn't appear to work. Is streaming from a capture device broken?
